SUMMARY

The Director of Learning & Evaluation leads building integrated systems architecture to track and monitor the progress of MCD’s 5 year strategic plan outcomes and grant funder outcomes through analysis and data visualizations to measure overall effectiveness and impact. S/he will develop and implement policies and procedures based on proven best practices that allow iterative development and improvement in data management.

The Director of Learning & Evaluation will oversee data management for all departments within the organization: Youth Development, Housing and Support Services, Workforce and Economic Development, and Real Estate. This position will be part of the executive team and will spearhead data inquiry across the organization.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Integrate, develop, and maintain system architecture of MCD’s data system to capture and report data in alignment with the agency’s data needs.
  • Review and analyze data requirements for data integration across all departments to develop streamlined processes.
  • Develop dashboards, reports, and data visualizations to effectively track progress across agency goals and benchmarks.
  • Oversee secondary data migration from funder mandated systems, partners, and other external data systems as needed.
  • Create and oversee audit process for data validation.
  • Develop and manage policies and procedures to track and monitor performance of data entry for current and future system implementation.
  • Collaborate with the data team and program staff to develop requirements and specifications for data system, including identifying and analyzing objectives for features, functionality, input and output requirements and architecture. Clearly document all requirements, use cases, test scenarios, and system specifications.
  • Develop an in-depth knowledge of the fields and records in related longitudinal databases and the tools used to generate reports, lists, data extracts, etc.

QUALIFICATIONS

  • +3 years’ experience or related work and/or BA Degree. Focus and experience managing data systems, preferably within a non-profit setting.
  • +3 years of experience analyzing programmatic data and creating visualizations for multiple audiences that highlight results and impact.
  • Three to five years of experience supervising personnel related to data systems and data analysis.
  • Experience with enrollment, intake and case management software.
  • Experience with creating database frameworks and disseminating data to inform programmatic and operational decisions.
  • Experience in using data to support and drive programmatic decision­ making and improvement.
  • Experience with data visualization software, Excel, Tableau, SAP Business Objects, SQL, GIS, etc.
  • Deadline-driven with the ability to multi-task to handle various projects and responsibilities.
  • Self-directed and capable of working to meet quick turnaround and deadlines independently.

WORK ENVIRONMENT

  • On occasion walk or drive to different local sites throughout the day
  • Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds

SUMMARY

The Transition Coordinator will be responsible for establishing and strengthening relationships with academic institutions, government agencies, Michgan Works centers, businesses and any entity that can provide commitment/resources of employment and/or career opportunities for members. Special attention will be provided to developing relationships with institutions that will support career pathways for growth sectors (Unions and advance training institutions. The Transition Placement Coordinator will support and help create the employer advisory board. Strengthen relationships with Chamber of Commerce and maintain connections to employers, identify and coordinate local hiring events for Youth Development members, alumni, and local community members. Oversee communication, engagement with all program alumni. The Transition Coordinator should spend 50% of time networking and building external relationships that supports youth transition from programming to placement. 40% of the coordinator time will be spent on providing guidance, employment readiness, and capacity building. The final 10% of coordinator time will be used for case management and file quality assurance.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Build relationships with universities, colleges; develop systems for engagement of alumni and exiting program participants.
  • Coordinates a variety of events and programs (e.g. student assessments, classroom presentations, career fairs, college visits, fieldtrips, student placement and follow up, teacher and counselor in-services, self esteem programs, etc.) for the purpose of supporting the smooth transition from high school to postsecondary training and/or employment.
  • Build relationships with prospective employers, including construction trade unions, transportation and public works fields; stay informed of pre-requisites for union apprenticeships and other employment opportunities.
  • Build relationships with community-based organizations and government agencies to promote collaboration, solve problems and identify resources for unemployed youth.
  • Obtain commitments from prospective employers to hire program graduates; seek job shadowing, internships and volunteer opportunities for graduates as a step to employment.
  • Responsible for overseeing reporting placement and follow-up activities for alumni and program participants or need assistance finding placement.
  • Oversee and schedule employment readiness trainings/workshops for participants and alumni.
  • Coordinate with contracted Trainers to provide hard (hands-on) and soft (job search) skills.
  • Coordinate facilities and transportation for training session, including driving participants in a van to site visits, hands-on workshops, etc.
  • Oversee activities related to preparation, interviews, and overall communication with MCD Development and any other employer.
  • Oversee alumni club and any other activities related to alumni engagement • Ensure placement goals are being met for all alumni for a minimum of 12 months after exit.
  • Uphold MCD’s Mission Statement and 5 Year Strategic Plan.

QUALIFICATIONS

  • Associates degree and three to four years related experience or equivalent combination of education and experience
  • Familiarity with the disconnected and opportunity youth population is a plus
  • Knowledge of database management and quality control process
  • Reliable, flexible team player who works well with minimal supervision, who has a good work ethic, and an ability to set and maintain personal boundaries
  • Current Michigan driver license with no points
  • Experience verifying Michigan Works eligibility and delivering workforce services
  • Understanding and experience of implementing the  program Work first elements
  • Experience entering data into the Michigan talent bank system
  • Experience in registering or enrolling youth in to community college
  • Fluent in case management facilitation
  • Experience in facilitating group workshops
  • Understanding and knowledge of education disparities in the Cook community
  • Proficient in reading and writing

SALARY
